On Tuesday, Boise voters will see two propositions on their ballot.
They will be asked decide Propositions 1 and 2, which ask residents to weigh in on whether or not the proposed city library and sports park projects should go before voters for approval in the future.
Proposition 1 is a citizen initiative to require voter approval before the city spends more than $25 million on opening a new main library downtown.
A yes vote on Prop 1 means the city could not undertake any aspect of a library project costing $25 million or more without first getting voter approval in a future election.
A no vote on Prop 1 means current law would not change and the city could undertake any aspect of a new library project without voter approval.
Proposition 2 deals with voter approval for the stadium/sports park project.
A yes vote on Prop 2 means the city could not participate in any sports stadium project involving five million dollars or more in public and/or private funding without first getting approval by a majority of voters in a future election.
Voters would do well to familiarize themselves with Props 1 and 2 before election day because they are often confusing and controversial issues.
Basically this is not an up or down vote on any project but a decision whether or not to vote on a project in the future if it meets a specific funding trigger — “a vote to vote”, as it’s been called.
